End-to-end consulting.
Tender and contract processes, when viewed from the outside consist of technical texts and clauses appear. However, in reality, these processes are a matter of responsibility, attention and foresight are the essence. Throughout my professional career, I have worked both in the field and in management roles. In the technical offices of large-scale projects, public institutions, tender committees and contract implementation units assigned tasks. For many years I was part of the decision-making process, by the contractor who bears the burden of implementation on the part of the contractor.
This experience taught me the following: “Knowing the regulations is not enough. To act strategically and rationally requires process correctly must be interpreted is necessary.”
Winning a bid is just as important as properly executing the contract. I have seen how a seemingly minor detail can turn into a problem that lasts for years, and how a well-established process creates a solid foundation for everyone.
As an individual consultant, my goal today is not to complicate the process, but to simplify it. It is to reduce uncertainty, anticipate risks, and establish a structure that allows us to stand behind the work with confidence. In my work, I bring together different areas of expertise depending on the scope of the project and personally manage the integrity and quality standards of the process. When necessary, I coordinate with technical and legal experts; however, I remain at the center of responsibility.
My approach to consulting is not about making a lot of noise, but about making the right assessment at the right time. I address both the technical and legal aspects of the process together, helping to ensure that decisions are based on a solid foundation. I prioritize the integrity of the case. I work with those who aim to do work that is accurate, error-free, and meticulous. I believe that trust is built over the long term through proper execution.

Who is Gökhan Görkem?
Introduction
- 2000 – Present
Private Sector Experience
- 2000 – 2006
He worked as an engineer, supervisor, and manager at Turkey’s leading large-scale construction firms. He was involved in projects such as highways, airports, tunnels, and viaducts. During this period, he gained experience in areas such as preparing bid documents, conducting market price research, managing contractor and subcontractor payments, final accounting, planning, and budget control.
First Step into Public Service (Ankara Metropolitan Municipality)
- 2006 – 2007
He worked on consulting and service procurement tenders at the Directorate of Studies and Projects. He played an active role in projects carried out throughout Ankara, serving both as a tender implementation officer and as a project control engineer.
State Hydraulic Works (DSİ) – Regional Responsibilities
- 2007 – 2018
He began his career as a control engineer at the DSİ Ankara 5th Regional Directorate and continued in this role for 11 years. He served for many years as the Director of the Project and Construction Department. Under the Public Procurement Law No. 4734, he managed the tender processes for approximately 400 projects, as well as the implementation of contracts subject to the Public Procurement Contracts Law No. 4735, through to final acceptance.
General Directorate of State Hydraulic Works – Head of the Tender Department
- 2018 – 2020
He served as the Head of the Tender Branch at the now-defunct Directorate of Projects and Construction within the General Directorate of State Hydraulic Works (DSİ), the agency’s unit with the largest budget. Over the course of three years, he played an active role on committees responsible for determining DSİ’s tender terms and strategies and successfully managed nearly 100 tender processes.
World Bank-Supported Projects
- 2018 – 2020
In addition to public investments funded by the Treasury, it managed the Turkey Irrigation Modernization Project (TIMP), which was implemented with a $252 million loan from the World Bank (IBRD) and a $2 million grant from the Global Environment Facility (GEF).
Ministry of Agriculture and Forestry – Directorate General
- 2020 – 2022
As Director of the Construction and Real Estate Services Department at the Ministry of Agriculture and Forestry, he oversaw reconstruction and maintenance activities for 19 central units, 81 provincial offices, and institutes and laboratories across the country. At the end of his two-year tenure, he began working as a civil engineer at the General Directorate of Water Management.
Earthquake Recovery Period – World Bank Consultancy
- 2023
Following the February 6, 2023, earthquakes, he volunteered with the Ministry of Health’s Project Management Support Unit at the recommendation of the World Bank’s Turkey Office. He provided individual procurement consulting for emergency purchases to be made with World Bank funding.
Görkemli Engineering, Ltd.
- 2024 – Present
After voluntarily leaving public service, he founded Görkemli Engineering Ltd. Drawing on his experience, he provides end-to-end consulting and training services to contractors, investors, and institutions involved in nationally and internationally funded projects, with the aim of contributing to the establishment of tender and contract processes that are compliant with regulations, auditable, and sustainable.
Final Thoughts
He has developed his own software programs for bid evaluation, unit price analysis, and progress payment preparation. His articles have been published in various journals and on websites. He has dedicated his professional career to promoting transparent, competitive, auditable, and sustainable processes in bidding, contracting, and project management. He has conducted hundreds of training sessions for colleagues and stakeholders in his areas of expertise.
